This is a NPC in the newbie version of Area MC-5. He is located on the hill straight out the main building ramp in the makeshift weapon shop. After completing the mission for Tasha, he also has a mission: Buy a weapon you chose in the dialogue from the nearby nomad traders and bring it to him. He will research it, yielding a blueprint. Right-click it to see the required parts. Again buy those from the nomad traders and come back. You will get a highest-quality weapon for a good start in Neocron with all stats at 120 = artifact quality. After completion, he will forward you to Wesley for the next mission.
