Talk to him twice
On the 2nd time he will take 10 unidentified techparts from you and takes a look at the Parchment

His name is Marcus Bellin and he is supposed to be in a quiet place

Marcus wants an electronical trigger device V 0.1.1 from you
Those trigger devices can be looted from the Juggernaut Warbots in the Juggernaut Facility in I 09
