Vehicle use (VHC) is a dex-based sub skill which acts as a requirement for all ingame vehicles. To see how much VHC you have, hit F5, and click your Dexterity tab.
Vehicle use is a requirement subskill, in that it acts purely as a barrier to being able to drive vehicles. For example, somebody with 15 vehicle use will drive a Quad just as well as someone with 101 vehicle use points spent.
