relates to the TL of this weapon vs it's highest TL version. This increases as the TL of the weapon does
254% - combination of weapon quality & player skill
relates to both the weapons damage quality stat and the players skill in the relevant combat skill. The higher the TL of the weapon the harder it is to achieve high percentages for - this is normal and intended at the previous modifier increases to offset this. This can be increased by improving the weapons damage stat (up to 120%) or by increasing your combat skill
