A construction license is a faction specific item used in the construction process for various faction related items. Each faction has a construction license available to buy, and these are sold by the Faction Supply Manager for that faction. Examples of items that require a construction license to build include the Punisher drone (Tsunami Syndicate license), NExT Assault Tank 'Rhino LR' (NExT license), Biotech Personal Injector V2 (Biotech license) and each of the faction database tradeskill gloves (each glove requires a different faction's license).
