This is an underground passage going in both directions from/to:

Pepper Park sector 3
across the Pussy Club entrance, down the ramp, toward the 3 CityTerms, turn right
entrance is right next to Smuggler's Cave entrance
enter/leave sector Black Dragon Faction Office = Black Dragon HQ
follow the main corridor
pass two guys in white chatting
you are in the back-most room
this looks like a dead-end; in the wall, there is a lever, which opens the secret door
straight through
go up/down the stairs
enter/leave sector Black Dragon Faction Office = Black Dragon HQ
The Passage itself - it is linear, though it has two possible pathways through it, which intersect to make it look more complex
Sector A 08, just a bit east of the main entrance into Neocron

Check your faction sympathy status toward Black Dragon if you continue into their faction HQ.
