• Talk to Figaro in Pepper Park SEC-3 next to the Crahn HQ.
• Return to Tangent Technologies HQ and talk to Mazzaro, 3rd Floor - Chez Cypher Restaurant.

• Kill one of the two FA NPC's who are "talking" at the E-07 TechHaven Entrance.

• Talk again to Figaro in Pepper Park SEC-3 next to the Crahn HQ, select the dialogue to instruct him to kill two BioTech Runners.
• Go to Viarosso SEC-1 and Kill any BioTech NPC called "Employee", not "Service".
